Once you have met the requirements, you receive a logo which you can place on your website. On the other hand, a Google AdWords reseller is like a salesperson that is appointed by Google, with monthly or yearly sales quota. A reseller's role is to sell AdWords.
However, you should not mistake them as Google AdWords professional. An AdWords professional's role is lending more towards strategies to rank your ads higher at lower bid prices, and to increase conversion rates.
Be careful when you meet agencies that play down the importance of AdWords professionals because they are the reseller. You should ask them on optimization tips and their strategies to increase conversion rates. If you want to get real results from AdWords, you need to work with the right consultant, not with an AdWords salesperson.
